What We Do

NOC at Waters of James Crossing will replicate the NOC business model whose design targets poverty’s root causes through a multi-faceted approach that combines educational programs, workforce development, and health screenings – all built on a strong presence within the neighborhood.

The Waters at James Crossing Learning Center will operate within the neighborhood and will serve the people who live there. The Learning Center will be within walking distance to students’ homes and is designed to accommodate classrooms that are equipped with internet access and other supplies. In addition, the center will be managed by a trained Program Manager with support from a Neighborhood Liaison, part-time teachers and volunteers, as well as parents.

Education Programs

NOC at Waters of James Crossing education program includes one-on-one after-school tutoring, a summer program for students in kindergarten through 8th grade, and adult education.

Students in the after-school program spend 4 days per week, 1½ hours a day focused on homework and tutoring. In the summer program, children spend 4 days per week, 2 hours a day reinforcing Math & Language Arts skills, ensuring that they do not lose proficiency over the summer. Program teachers include a combination of City of Lynchburg Public Schools teachers and local volunteers who are well equipped to educate and mentor students.

Workforce Development

Job training will be made available through adult education classes. Classes will be scheduled at the Learning Center in the early evenings. Subjects may include workplace communication, public safety, financial literacy, and nutrition and wellness.

Health Screenings

In partnership with local hospitals and medical clinics, NOC at Waters of James Crossing will arrange health screenings that will include preventative health care, i.e., hypertension, diabetes, breast cancer, vision tests and dental needs with referrals for needed services.

Community Connection

NOC at Waters of James Crossings' approach emphasizes community connection at every step. In partnership with Lynchburg City Public Schools and using their curricula and testing tools, our Learning Center will provide an effective platform to help strengthen Math and Language Arts skills. Teachers and local volunteers provide tutoring services and homework support, and parents and families are engaged in their children’s learning process. Each parent or guardian signs a contract, agreeing to be actively involved in their child’s learning. At orientation workshops, parents discuss challenges and obtain tools to help motivate children. Some of these parents will help the Learning Center staff in the maintenance of the facility and in hosting community events.

Academic Success

NOC at Waters of James Crossing will work with Lynchburg City Public Schools to evaluate the results of its educational programs. Testing at other NOC Learning Centers has shown students who participate in NOC’s after-school and summer programs made significant progress in math, reading, and language arts.

Diminishing Crime Rate

NOC’s presence in neighborhoods has been shown to help lower crime rates.

Cost Effectiveness

Programs and services offered by NOC at Waters of James Crossing are provided free to the residents of Waters at James Crossing. The Learning Center space is provided at no cost by the Atlantic Housing Foundation. Ongoing labor costs are low, with local teachers contracted for tutoring and volunteers providing other services. Typically, investment per student is less than $1,200 per year for 180 hours (equivalent to about 28 school days) of learning time.
